The answer, of course, is the U.S. Congress. By slapping onerous new paperwork and reporting requirements on small farmers (who aren’t even the source of the food problem to begin with), the U.S. Congress is forcing farmers out of business and causing agriculture jobs to be shifted to Mexico and elsewhere.
When you hear American farmers saying they are going to “scale back” their businesses because they “don’t want to get too successful” (to fall under the authority of expanded FDA tyranny over the food supply), you know the country is headed for economic disaster.

Local and State could set some regulation to ensure that there was not danger for the private citizens in the local rePublic Domain, however those regulations could not infringe or violate the Individual’s Fundamental Natural Rights.
As Long as the Individual was not Committing Property Rights Violations or Negligently Placing Others and Property in Danger, There is Nothing that We the People Should be prohibited From. If we are acting voluntarily without force, fraud or coercion; We are The Sovereign Authorities of our Futures, Farms, Fields and Families; infinite in our capacity and potential, limited by…well, regulation and policey.
Just because the Founders didn’t frame the law in actual words, just because they didn’t think it was necessary (Congress shall make no law with the respect of sacrificing the first born son of every family to the State) does that mean it is not needed?
They did however Leave us Two Loopholes in 9&10, Big Enough to Drive a Nation Through and to Peacefully Reclaim the Responsibility and Control in State and Sovereign Individual Authority. To Peacefully Re-Public.
Amendment One

There is no Ingestion Amendment, no farmers amendment, no right to create amendment….
The congress shall make no law respecting the ingestion and consumption of the individual’s food, drink and bodily nutrition.
The congress shall make no law respecting the establishment of a farm, or regulating the crop selection, or prohibiting the free exercise and processing thereof.
The Congress shall make no law prohibiting an individual’s exchange of service or personal production in any field of their expertise and skillship for the pursuit and manifestation of Life, Liberty and Property
There needs to be a defense of Civil Liberties and Fundamental Natural Rights, to food, to property, to Life, to privacy, to Local Re-Public and Personal Freedom
“It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away or for any other motive,” states Protocol I to the Geneva Conventions, 1977
